Buildings are responsible for around 23% of our national emissions. Decarbonising homes and buildings not only helps the UK work towards net zero emissions, but also creates an unparalleled opportunity for job creation and innovation. However, heat is one of the hardest things to decarbonise.
Heat pumps have emerged as a promising technology to address this challenge. The UK Government recognises their potential and has committed £60 million to the Heat Pump Ready programme, aimed at advancing pioneering heat pump technologies. These electric heat pumps utilise electricity instead of burning gas or oil, offering remarkable energy efficiency. In fact, they consume only about one-third of the energy required by traditional gas boilers to produce the same amount of heat.
The Government has an ambition of 600,000 heat pump installations per year by 2028, and 0 per cent VAT has been introduced on heat pump installations. Support is provided for heat pump deployment through a range of schemes including the Boiler Upgrade Scheme (BUS), the Energy Company Obligation and the Home Upgrade Grant. The BUS helps families make the switch from fossil fuel heating systems to a cleaner heat pump alternative, without a substantial upfront cost. In October 2023, the BUS grant for heat pumps was increased to £7,500, making the scheme one of the most generous of its kind in Europe. I understand that applications have risen by almost 50 per cent compared to the previous year.
Evidence from the Renewable Heat Incentive scheme speaks volumes about the satisfaction of consumers who have adopted heat pumps. It's heartening to know that an estimated 90% of UK homes have the technical capability to be heated with heat pumps, provided they meet energy efficiency requirements and have adequate electrical connections.
