Last week during the Transport Select Committee session with the Secretary of State, the committee heard that the guiding mind of the new Great British Railways could be advanced without legislation. This afternoon, I asked the Rail Minister if he could set out what this meant in practice and to lay out what changes we can expect to see in the coming months.
